Yes. But there was purpose other than just to destroy it. Man in the Garden was under a Divine law from God. They lived under law. They failed. Then, Mankind from Adam and Eve to the Flood, lived without law. The result, mankind degenerated quickly showing the necessity for the law of God. And after the flood Noah and his families, were given authority to exercise the death penalty for wrongs done. Which they could not do before.So his purpose for everything pre-flood was to destroy it?
That time period with Man in the Garden was testimony of man's failure even when created perfect and sinless. The time period between fallen Adam and the flood was testimony that man without the laws of God would degenerate quickly.
And God after the flood would begin with one man, Noah to repopulate the earth, and then soon after with one man, Abraham, to be God's people on earth.
Before the flood, it had become impossible for the people of God to live. Thus the need to destroy all but Noah and his family.
God accomplishes many things with one move. He seldom is just doing one thing.
