I don't know where you're getting your numbers from but the tax reform Trump signed had been developed and negotiated over a long period of time by Paul Ryan and others to lower rates mostly for lower income earners who saw a substantial simplification to file and doubling of the standard deduction and child tax credits for people with children.

It was a reduction in rates across the board but most of the reduction percentage was for lower income workers who also saw real wadge growth for the first time in a long time.
