Non-citizens can't legally vote, and illegals even more so. Doesn't seem like a winning strategy to "depend on" small numbers of voter fraud. It seems likely we are going to tighten that up even more.

I share your frustration Sue. Our justice system is so caught up in procedure that they have shoved all common sense out of the room. Common sense says you are 100% right, but these courts only see the written legal procedure and precedent, not able to rule from wisdom but rather, stuck just playing connect-the-dots from all legal precedent that went before them.
