Amendment isn't going to happen. We can't even pass amendments doing sensible stuff like repealing the Second Amendment or getting rid of the electoral college.

As for laws, those laws would be immediately challenged and we'd be back where we started.

Without the electoral college Chicago, New York and Los Angeles would run the country. That is what the majority of the original states feared, eternal domination by a couple of heavily populated areas making decisions that favored themselves and harmed the rest of the states.

It can change, without an amendment, in the sense that each state divides their electoral votes proportionately by how the citizen votes resulted from the polls... That is how Maine and one other State still does it. Then whomever wins more electoral votes of the candidates, gets the two electoral votes given to each state for their two Senators.

Anyway, this will bring the electoral votes closer to who the citizens in each state, actually voted for...it'll still be weighted towards the small states, with every state, small or large, getting 2 electors for each of their two US Senators.

Right now, all other states changed how the founders devised the electoral college and now report their electoral college votes as WINNER TAKES ALL of them, which greatly distorts how the citizens actually voted imo.
