Trump's input is meaningless and is there to fill out a field which must be examined by the Lender's Underwriters.
The Lender is required to evaluate the true value of the property.
I know several of them and their bosses can tell them to lie.
The blame lies with the boss of the underwriter.

I heard today that every contract from Trump states "this is our valuation and it is your responsibility to get your own appraisal".
Beyond that, no financial institution asks the borrower for the valuation of a property. It is their fiduciary responsibility to value any property on their own before lending money against it.
This case is going nowhere.
