This is reminiscent of Trump telling the business community to "find other supply lines" when he started putting tariff's on Chinese goods. The business community refused to do so, and decided to wait out his Presidency. They stopped investing in American jobs, because without certainty about their supply chains or their international markets, they couldn't plan for the future. This was especially true because Trump could wake up tomorrow to some foreign leader calling him an "asshole" and Trump could slap tariffs or bar trade with that whole country.

Business needs stability and certainty, and Trump provides neither.
