The business leaders didn't ignore "government", they ignored the lying powerless blowhard in the oval office. Trump consistently forgets that he is not a king, or an emperor, and his word is not law.
There is a government process for bringing business leaders to the table, and Trump ignored it, just like he's ignored all of the methods that government uses to do things because they take time, preparation and planning - three things Trump is incapable of doing.
Anything that Trump can't pull of out his ass and order someone to do, isn't going to happen because he doesn't have the education, experience, or temperment to do the work correctly and make it happen.
Justice Roberts, in his decision against ending DACA said that Trump does have the authority to end the program - if he had done it correctly. Instead of just signing an EO, Trump would have to do a study to determine the effect on the lives of the people being affected, the costs of ending the program, and what happens to DACA kids thereafter.
This is why Trump's Presidency is such a failure. Electing an unqualified, lazy and ignorant blowhard who doesn't start work until noon and goes golfing every Friday and hoping that nothing bad happens on his watch, really hasn't worked out very well for you.
