Apparently a marriage of convenience DOES impact an alien's attempt to become legal. It says that:

Yes I know what it says, but the point is that the 204(c) clause is not legal.
You can only punish people when they harm the right of others.
An improper marriage harms no one, so cannot be used to harm her.
And even if it did, the anchor baby still makes deportation illegal.

It is the fact she fits all the criteria.
She was forced to leave Iran due to the US angering Iran with the Shah, so meets the political asylum criteria.
She married a US citizen so meets the marriage criteria.
She had an anchor baby in the US, so meets that criteria.

An anchor baby does not give automatic legal status to the mother. A marriage of convenience can falsely harm other petitioners by cutting in line.
