47 years is plenty of time to become a citizen.

My wife became an American citizen after 7 years. My father, also an immigrant, served in the U.S. 82nd Airborne before getting his citizenship. And that was also roughly 7 years after he came here. The opportunity came and they did the right thing and grabbed it.

I think people who don't, likely have something that they are afraid will come out if they are processed so they live in limbo for as long as they can get away with it.
