Sorry but this is not unusual. My brother received an initial SBA COVID disaster relief loan in 2020 and the SBA contacted him six months later and asked if he wanted another advance. His SBA portal will advance him as many times as he wants up to what his income was in 2019. He's gotten a couple of grants, too, that don't require repayment.
