I can't be certain about US decision-maker intentions and their values, but I'd suggest that 5% risk of death of no more than 1 mln of US citizens is totally acceptable, and 99% risk of death of 50% of US citizens is totally unacceptable. You can be more certain, I believe, or suggest your own values. I mean, the USA are a democracy, at least formally, you can discuss your values.
You don't need to determine an exact number. For example "No more than 1 mln of Americans, or no more than 30% of US population, or no more than 50% of US population" would be good enough.
