In the New Testament, the Apostle Peter through Jesus Christ was given a power and authority to be able to bind whatever is bound on earth to bind it for eternity in heaven.

Matthew 16:18-19

So if the leading Apostle or any whom he delegates this authority binds something on earth, he also has the authority to make this binding contract valid also in eternity or in heaven. Notice that it must be first bound on earth before it can be bound in heaven. In The Church of Jesus Christ of Latter-day Saints, a major contract that can be made on earth and also continue in eternity is the contract of marriage. This binding must take place on earth for it to be bound in heaven. Jesus taught that in heaven, they neither marry nor are given in marriage.

The Sadducees were still under the law of Moses and the Aaronic priesthood. So the marriages that they performed were not performed by the power which Jesus gave to his leading Apostle. Thus the marriages being spoken of were not bound on earth and in heaven but only earthly marriages. Thus once they were resurrected, none of the seven brothers were sealed under this new power that the Apostles were given. Thus none were married to the wife that they each had. They became as the angels of God in heaven not being sealed to the wife.

However, the Apostle Peter was give the power that whatsoever he was to bind on earth could also be bound in heaven. This power and authority allowed Peter, and whomever he delegated this power unto, to bind on earth and in heaven. Thus Peter was able to, under this new power and authority, to not only marry on earth but to also bind that marriage for all eternity. In the Church of Jesus Christ of Latter-day Saints, this priesthood power was restored to Joseph Smith and by this power and authority we able to seal or bind marriages for all eternity. Not only can this binding be performed on those who are alive but it can also be performed vicariously for the dead. Thus we can go back and seal or bind couples who have passed away who were not sealed our bound for all eternity. This ordinance cannot be performed in heaven because Jesus said that they neither marry nor are given in marriage in the resurrection. Thus the sealing power of marriage for all eternity can only be performed while on earth. Thus the great work for the dead that we perform in our temples for those whose marriage were not sealed or bound in heaven. We also performed baptisms for the dead and all the saving ordinances to allow salvation to come to those who didn't have the opportunity to receive these saving ordinances.

I did not claim that Peter was the rock. I simply quoted some verses from Matthew 16 and you assumed from my post that I was saying that Peter was the rock. Here is what the context of Matthew 16 is:

He then asked, "But whom say ye that I am?". Simon Peter answered that he was Christ, the Son of the living God. From this answer Jesus replies and tells Peter that flesh and blood did not reveal this knowledge unto him but that it came by revelation directly from God the Father. He then tells Peter that upon this rock I will build my church and the gates of hell shall not prevail against it.

Revelation from God only comes from the Father and Son and Holy Ghost but can be relayed to us from messengers from God. Jesus built his church upon the principle of revelation coming directly from the Father or Son. It did not come through flesh and blood but through God. Jesus would build his church upon the rock of revelation which comes from God the father or Son or Holy Ghost and not from other men's thoughts and false creations. Thus those who preach that continuing revelation has ceased in the church of Jesus Christ are teaching false doctrine. Jesus simply told his lead apostle Peter that upon this principal of revelation from the rock I will build my church. Once Jesus passed away and was resurrected and taken into heaven, Peter was to lead the church on earth through continuing revelation from God. But the purpose of my post was to show that Peter was also given a power to bind on earth and in heaven.
