Newt wants to destroy NASA

Newt's idea is going to do more damage to NASA than anything anyone who hates science can possibly do. If you want to get people to the moon the last person you should vote for.

On Wednesday, January 25th, Republican presidential hopeful Newt Gingrich spoke to a crowd of supporters in Florida. In a short speech guaranteed to create a buzz—online, as well as among space enthusiasts—he declared that if elected president, “… by the end of my second term we will have the first permanent base on the moon and it will be American.”
That’s a pretty bold statement. Unfortunately, it’s also impossible.
I’ll note he followed that up with something that is far more likely:
We will have commercial near-Earth activities that include science, tourism, and manufacturing, and are designed to create a robust industry precisely on the model of the development of the airlines in the 1930s, because it is in our interest to acquire so much experience in space that we clearly have a capacity that the Chinese and the Russians will never come anywhere close to matching.
That’s a lovely thought, but while that’s a more realistic goal, it’s likely to happen whether or not Gingrich makes it to the White House.

We should focus the goal around mining the resources of space through a duel private and government sector relationship.

More or less
Government builds rockets(ships) and the first parts of the moon base.
Mining corperations start mining for resources, which helps grow our gdp and pays for stage one.
A Hotel for people interested in vacationing on the moon is built! People get interesting in becoming part of such and want to find away to live there.

Once a economic engine is built on the moon through resource mining and hotels are developed then our foot hold on the moon will strengthen.

Once this is in place a space based ship that goes back and forth from the moon back into earth's orbit can be built.

This will
1# Take the people back and forth
2# Take the resources back to earth

Later on a dome city can be built a lot like a normal city on earth. Most cities within the 18-19the century were set up around jobs! This will be no different! Trying to do it around putting a few scienctist into space isn't going to be lasting.
