The question comes back to what he means by foreigners. In the time the Amendment was written we had open borders and anyone could come and be an American if they wanted to. A foreigner in this context meant someone who came here and had no intention of being an American. Vacationers, foreign businessmen, and as he mentions diplomats and ambassadors. At the time there was no obstruction to immigrating to America and becoming American than the desire and the means to do so.
