Thing is, Hamas was about to spring the attacks from the WB. As long as they can recruit willing Shaheeds they will be a threat to destroy any fragile peace and if Israel must maintain a police presence in a new Pal State the peace won't last. Unless and until all Palestinians want peace, there can be none.

There are a couple problems with this that just raise the risk factor much to high.
Who thinks for a minute, that by lifting the blockade, the withdrawal to the ≈ 1949 Armistice Lines (June 67 Borders) and the abandonment of Area "C" --- for the West Bank and Gaza would result in: "everyone will be Happy????"
No sooner would the Israelis withdraw and the Arab Palestinian would reopen Jihad on another basis and present an entirely new threat to Regional Peace. Both the West Bank and Gaza Strip would become bastion for terrorist of nearly every type and kind.
No one would be happy and the regional government would all be under threat.
