In authoritarian China, it does not mean that you are running the show if you are merely President of the country and Chairman of the Communist Party. In China, power resides in the hands with the most guns. It was announced today, that President Hu Jintao now also commands the military. My Chinese friends are proud of Hu Jintao. They say that Hu will conduct more political reforms than his predecessors. That remains to be seen. In a previous government post, Hu instituted martial law in Tibet.
