Who are you to decide for others what is or is not "bad choices"? Government justified raising taxes to ridiculous levels to "offset the cost of increased healthcare for smokers". Government leached away enough money to buy a medium sized country but has yet to actually ease healthcare treatment expenses of people with smoking-related medical expenses. A scam and an excuse to separate money from the people to pay for it's own frivolous spending or line the pockets of politicians.

If the criminals are white boys, you don't care what they do, and neither do the police. Black kids get charged with marijuana possession at a rate 7 times higher than white kids. Of course with non-white arrests, you get the bonus of stripping them of their voting rights. Cops don't want to ruin white boy's lives with petty dope charges.

Policing in the USA began with slave patrols, and "keeping the black man in his place". Now you use over-policing, "Zero Tolerance" in a phony war on drugs, and "driving while black" traffic stops to ensure that young black men have criminal records, making it harder for them to get jobs, and causing them to lose their voting rights.

The over policing in poor and minority neighbourhoods has multiple benefits to the system that is still all about keeping black people in their place. Low quality schools with few resources like computers, text books for all students. Over policed from the time they start school. When Ronald Reagan was elected, you had a 20% chance of being born poor and working your way up to middle class. With cuts to education and resources to poor community, the War on Drugs, and Zero Tolerance, combined with minimum sentencing, you now have a 2% chance of being born poor and rising into the middle class.

Why should THEIR share of their own healthcare costs be decreased? They brought this on themselves. Why should the taxpayers bear any part of the costs of their treatment? In Canada, we pay nothing out of pocket for our physician care or hospital stays. The extra taxes over the years probably covers it, as do tobacco company legal settlements.

Tobacco and liquor taxes are known as Pigouvian taxes and meant to offset negative externalites of the things being taxed.

Carbon taxes and gas taxes are also Pigouvian taxes.

The money goes into a general revenue pool, not directly to the entities which bear the cost of the negative externalities. However, money is fungible, so in effect that is where the money is going.
