About 79% of the nation's energy comes from fossil fuels, 8.0% from nuclear, and 13.1% from renewable sources.

There are over 3,400 fossil fuel-fired power plants in the United States.

Now it costs Companies that are planning new nuclear units are currently indicating that the total costs (including escalation and financing costs) will be in the range of $5,500/kW to $8,100/kW or between $6 billion and $9 billion for each 1,100 MW plant.

A new study has found that replacing fossil fuel power systems in the United States could cost up to $4.7 trillion.

WHO would be paying for this $4.7 trillion?

Only Congress can authorize any sales of the reserve, just like only Congress can buy oil to put into the reserve.
The President actually has the authority to draw down the Strategic Oil Reserve, Moonie...he does not need authorization from Congress.

The President also has the authority to fill the Strategic Oil Reserve...however funding to do so can be withheld by Congress making that impossible to do without Congressional support.
