So if the USA has to use 9 million barrels a day from the SPR that means just 39 days supply left.

So again a simple explanation: The usa uses 20 million barrels a day and 11 million is from USA production with 9 million imported. If the importation stops then the SPR had 39 days left (372 million divided by 9 million oil replacing stopped imported oil equals 39 days!
This would mean that if the 9 million was stopped today, we'd be in a totally destructive problem due to two results:
1) gas prices would skyrocket, to easily more than today's price and
2) if you couldn't get gas, where will the food comes from as supermarkets keep on average ...
