They have a Communist government but, unlike American Democrats, they have embraced the Free Market.

Keen writes, “From 1954 to 1963, just for storing and transporting P.L. 480 commodities, the heavily subsidized giant Cargill made $1 billion.”

Communists favor heavy handedness, and thought Pubs and Dems expect thoughtful government regulations of business. Free markets lead to monopolies, the libertarians' answer to communism.

Neither definition describes today's China or Vietnam.

Of course, the Chinese government might retain the NAME for the party that it had under Mao for the sake of legitimacy or continuity, and the CIA might acknowledge that name as a matter of nomenclature only. But that does not validate Frank's original argument in any way.
