After a failed plan was implemented by the Iraqi provisional government an insurgency fueled by Sunni muslims and Al Qaeda fighters ensued plunging the country into chaos. After a change in strategy late 2007 into 2008 the insurgency was finally crushed and Bush negotiated the troop withdrawal.
