In the US we have a population of 330 million and a workforce of about half that at 157 million. There are many reasons some people do not produce anything for anyone. Think about it, or must I pedantically detail it out for you?

Yes they do based on your tests generally given in the equivalent of our Freshman Year. You go on the college path, or Tech/Trade school routes from there.

To change tracks later you don't have the prerequisites to even apply to college without going to a private school to get them.
