Well let's see...

2018 Democrats had 60.6 million votes. 2014 Democrats had 35.6 million votes. So that's a difference of about 25 million additional Democrat votes.

Exit polls use age intervals rather than just looking at first-time-eligible voters. So I'll humor you and use the 18-29 age range, which encompasses all of the newly-eligible voters.

In 2018: 18-29-year-olds consisted of about 13% of the electorate. There were about 111 million total votes in the 2018 midterm. 13% of that is about 14.5 million. So there were 14.5 million young voters in 2018. This age group voted very blue, voting 67% Democrat. So 67% of 14.5 million is about 9.7 million. About 9.7 million 18-29-year-olds voted Democrat in 2018.

So if we assume, just for shits and giggles, that those 9.7 million Democrat voters 18-29 in 2018 voters were first-time-eligible voters (which is a ridiculous assumption), then let's see where this takes us.

Democrats gained 25 million votes. We "assume" that 9.7 million of those votes were from first-time-eligible voters.
25 million - 9.7 million = 15.3 million unaccounted for Democrat votes. These votes would have to be new Democrat votes and not first-time-eligible voters, meaning that they were "fence-sitters" before. And mind you, the actual number is going to be far more than that because this was under the ridiculous assumption that everyone in this age-bracket is first-time-eligible to vote.

Republicans, in total, gained 10.8 million votes. If we remove first-time-eligible Republican voters, you would have something lower than this. But let's go ahead and assume that none of these people are first-time-eligible, because why not.

So we have AT MINIMUM 15.3 million new "fence-sitter" Democrat votes.
We have AT MAXIMUM 10.8 million new "fence-sitter" Republican votes.
