Santa Anna had his hands full in Texas and never quit got over to California. Pico tried to get California to join the new nation of Mexico, but didn't have the ability to subdue the population - and the California Republic emerged.

California was NEVER part of Mexico. Spain/France withdrew and Pico lacked the means to force California into Mexico, without Santa Anna, there was never any chance of success.

After France withdrew, Santa Anna claimed everything to the Canadian border. Claims are worthless - he had no means of backing up his claims. He couldn't even hold Texas, much less California.
So to recap, France left and two factions tried to get the spoils - Pio Pico failed. John Freemont succeeded. No one "stole" anything. (Well, Spain technically stole the land from the Indians, but that's a different issue.)

Nobody on the "committee" will contribute a dime, but they very well may decide that the taxpayers of California need to fork over copious amounts of money to compensate people who were never enslaved and have likely reaped significant taxpayer-funded benefits over the ensuing generations.
It would have been lovely had the promise of "forty acres and a mule" been kept, giving that grubstake to the thousands of Negro families at the close of the war. They probably had the skills and know-how to make it work.
So that's my proposal. Forty acres and a mule (or horse) to every Black family in California except for those who did not descend from slaves. Obama gets nothing. California is surely big enough to make this allocation. Lots and lots of Federally-owned acreage.

The study revealed huge losses in GDP due to continuing discrimination against blacks in business revenue, education, housing credit, and income. The study determined that since the year 2000, continuing discriminatory practices in the four areas mentioned in the prior sentence resulted in a loss of 16 trillion dollars in GDP. The breakdown is as follows:
