The German leader said three days after Russia invaded Ukraine on February 24 that Germany would commit 100 billion euros ($107bn) to a special fund for its military and raise its defence spending above 2 percent of gross domestic product (GDP), a measure on which it had long lagged.

This was what Trump was admonishing the following countries for their LACK of abiding by their NATO agreement... i.e. that every member of NATO would spend at least 2% of their nation's GDP on military.
Trump was pointing out this deficiency which directly affected Russia's perceptions.
Per the below Trump pointed out how the USA spent nearly 3.5% of our GDP on the military and at the time of this chart...
Germany...less than 1.5%, as well as Netherlands,Denmark, Canada all less than the 2% NATO guideline.
Trump brought this to the world's attention when he spoke..
But the so-called FACTCHECKERS disputed Trump as they said this didn't happen! ONCE again the biased MSM that donated 96% to Hillary in 2016 and when she lost spent 4 years (3 networks over 92%
Subsequent media studies have found continued overwhelmingly negative coverage of the president.
A previous Media Research Center (MRC) study in which researchers viewed more than 1,000 hours of network news coverage ” ABC, CBS and NBC” from June to September of 2018 found that 92 percent of the coverage related to the president during that period was negative in tone, as compared to a mere 8 percent that was positive.
  • The president wrongly claimed that other NATO member countries’ spending on defense was “heading down” three years ago. That spending went up in 2015 and 2016. And he claimed countries that spent a low percentage of their GDP on defense were “delinquent.” They don’t owe NATO, or other countries, any money.

Again according the attached chart shows 19 out of 28 NATO countries spent less than 2% of their GDP on their defense.

I did not realize that Sleepy Old Uncle Joe was advocating a Trumpian agenda... ya learn sumfin' new every day, I guess...
Yup... a common sense and fair position. Did you look at the attached chart and see the delinquency of those countries?
The most common MSM error regarding Trump's NATO position was that Trump wanted NATO members to spend more
on NATO which was totally wrong. Trump like most logical and rational people's position was if you are a member of NATO,
then spend at least 2% of your GDP on your own military defense. This chart showed how Germany and others haven't!
