I don't think the COTUS says it, but it makes sense. Since the census determines the apportionment of Representatives who will be voted on, and only American citizens can vote in federal elections (as far as I know), it makes sense.

The census has nothing to do with voting. Its for determining the allocation of resources for people in a given area.

You live in a home, have a lease, pay rent or mortgage, pay utility bills, are not a resident of another State.... then you are a resident, and counted....

They don't distribute census forms to hotels, or vacaction resorts.... No reason for a tourist to fill out all that census info....
