I don't think the COTUS says it, but it makes sense. Since the census determines the apportionment of Representatives who will be voted on, and only American citizens can vote in federal elections (as far as I know), it makes sense.
The census has nothing to do with voting. Its for determining the allocation of resources for people in a given area.

Anyone who is here illegally is probably a citizen of another country and could easily go back there. Not sure why they should be counted as our "population." They are probably double counted, and still vote back home, voting for Capitalists, no doubt.
The census should count the entire population, including citizens and permanent residents, but deciding apportionment should be based upon citizenship, IMO.
For the record, I think race and ethnicity should be removed from the census. It can only be used to discriminate, and we are a nation of equal opportunity for all. On my 2020 census, where it asked for mine, I checked "other," and wrote "US citizen." It's really all that matters.
