Why? I haven't paid it much matter but would think it is because the Constitution hasn't changed since the days when immigrants were arriving in the country left and right. Perhaps this may be one of those issues where conservatives take a liberal stance on the Constitution being a living document while liberals take a conservative stance?

I don't think the COTUS says it, but it makes sense. Since the census determines the apportionment of Representatives who will be voted on, and only American citizens can vote in federal elections (as far as I know), it makes sense.

The census has nothing to do with voting. Its for determining the allocation of resources for people in a given area.

I am sure you know that it has everything to do with apportionment of representatives, don't you?
