The fix would require undoing literally hundreds of years of precedent. It would include: No longer assuming the suspect is innocent, dismissing most of the constitutional protections as well as creating a professional jury pool.

So the police arrest, the prosecutors prosecute, the judges judge and professional juries verdict.

That’s where I throw the wrinkle in… the roles of Judges, Jurors and Attorneys would be more like the intended concept of Catholic Priests… devoted solely to Upholding the Law. They would live separate from the rest of Society, free from the influence of the regular world.
