How did Reagan organize anti-totalitarian movements?

It is believed that Reagan simply supported the rebels. However, the rebels cannot come from nowhere. For example, in the socialist camp there was not even a real opposition that would have the growls of power.

To organize the rebels, funding and penetration into the state apparatus, administrative levers are needed.

How did he technically organize it all?

FDR was very much just like Bolsheviks in many ways but the Dems today are identical to them and far more sinister
So where did the "moderate pro-American" Democrats come from in the late 70s, as you say?
 
He did not blow out the budget nor did he blow open the borders nor was he anti police
The budget says nothing, Reagan had a big budget deficit. This may indirectly say that he lost ground on the petrodollar.

The budget deficit can be covered by foreigners, not US taxpayers. And in itself, a small budget ties the hands of the government.

I don't believe Carter was anti-communist

Stop talking nonsense or give concrete facts.
Today Democratic Party has members of the DSA ( Democratic Socialis of America )within it ranks and one ran for President ( Bernie Sanders ) and another is a member of the Squad ( AOC ).

Democratic Socialists are Pro-Communism and are not anything like Bill Clinton Democratic Party thirty years ago…
