No. It isn't okay because the bible is very clear about murder. No murderer can inherit the kingdom of heaven. God is the judge. Not man.

Let me add that if a man were to commit murder and repent of his sin - he could be forgiven and receive Christ as His Savior. There is always the mercy and forgiveness of God but one should not commit Murder. It's a sin.
