In Israel it's both. A person who can trace their ancestry to Israel but does not follow Judaism has no "right of return." I think they might be offended to be called white.

Distinguish between whatever "race" means and following and/or identifying with a particular religion. My ancestors from two different places in Europe identified as Roman Catholic and practiced this faith. I do not identify myself as an RC or practice this faith, by personal choice.
