You see it all the time at homeless shelters.....Give them a meal and a place to crash and if they can get booze, drugs, and cigarettes and they are happy to remain homeless.Why should they? They are given enough to survive, and there are no consequences to staying on the dole.

Panera bread donates old bread to our church to be distributed to a homeless shelter The shelter gets first dibs, and they only want the pastries and white bread. The healthier whole wheat and rye and gourmet breads are left over, and our given to our parishioners for a donation. Somebody asked why we get the good stuff, but that's why.
