Personally and speaking from experience, i.e. the EU, giving away some of your powers and decision making to an outside body is disastrous, because, they may claim one thing for it to get signed, then it starts morphing over the years, decades that the politicians will dig you further into.

Once a health emergency is declared, all signatories, including the United States, would submit to the authority of the WHO regarding treatments, government regulations such as lockdowns and vaccine mandates, global supply chains, and monitoring and surveillance of populations.
