Many of the people that are arrested are literally back on the streets in a matter of hours. If you're a looter and they catch you stealing less than a thousand they can't press charges now in many liberal cities which means Police have to risk their lives making arrests only to see the same people out on the streets before their shift is over. I never understood why politics, as in political party persuasion, should enter into this. Ask any group of random people to draw a line for when they think a healthy mother, aborting a healthy baby is taking the life of an actual baby, and is no longer merely the mother making "a choice."
