After graduating from the Kharkiv Law Institute (today Yaroslav Mudryi National Law University) in 1980, Shokin worked for the Prosecutor General Office as investigator until 2001. In an interview with Ukrayinska Pravda he stated that he was forced to retire in 2001 after refusing to take on the case against Yulia Tymoshenko.[3]

Shokin was appointed Prosecutor General of Ukraine on 10 February 2015, replacing Vitaly Yarema.[4] He was a controversial appointee due to his perceived role in blocking prosecutions against those accused of shooting demonstrators in the 2014 Ukrainian revolution.[5] As Prosecutor General, he was accused of blocking major cases against allies and influential figures and hindering the fight against corruption in Ukraine.[6]

Various street protests demanding Shokin's resignation were held.[7][8][9] On 2 November 2015, there was an assassination attempt against him when an unidentified sniper fired three shots into his office, but was foiled by the bulletproof glass window.[10] In response to a query from Ukrainian News Agency in late 2019, the Security Service of Ukraine (SBU) acknowledged that it is continuing to investigate the attempted assassination of Shokin.[11] In March 2016 his office carried out a raid against one of Ukraine's leading anti-corruption groups, the Anti-Corruption Action Center (AntAC), claiming that it had misappropriated aid money.[9] AntAC was a frequent critic of the Prosecutor General's Office under Shokin.[12] In one notorious case, two of Shokin's prosecutors were caught with stashes of diamonds, cash and valuables in their homes, likely indicating bribery. Prosecutors from another department of Shokin's office were fired or reassigned when they attempted to bring a prosecution against the so-called "diamond prosecutors".[13]

Through 2015 and early 2016, domestic and international pressure (including from the IMF, the EU, and the EBRD) built for Shokin to be removed from office. The Obama administration withheld $1 billion in loan guarantees to pressure the Ukrainian government to remove Shokin from office.[14][15][16] His defenders nonetheless argued that he played an important role "balancing competing political interests".[17] His Deputy Prosecutor, Vitaly Kasko, announced his resignation on 15 February 2016 denouncing the corruption and lawlessness of the Prosecutor's office.[18]

On 16 February 2016, Shokin submitted a letter of resignation,[19] although the next day an official of the prosecution office stated, "As far as I know he has taken a paid leave".[20] On 19 February 2016 presidential press secretary Sviatoslav Tsegolko wrote on Twitter that the presidential administration had received an official letter of resignation from Shokin.[21] On 16 March 2016 an official of the prosecution office stated that Shokin had resumed his work.[4] On 28 March, protesters called for Shokin's firing, after his office was authorized by a Kiev court to investigate AntAC.[9][22] Shokin was formally dismissed in a parliamentary vote on 29 March 2016.[23] The European Union praised Shokin's dismissal due to a "lack of tangible results" of his office's investigations, and also because people in Shokin's office were themselves being investigated.[6]
 
Where is the evidence?

Just for comparison, consider the IRS, and how it deals with income tax evasion.

If you report a taxable income of $50k, and are living in a ten-million dollar residence, and have other accessories (cars, clothing, etc) that are consistent with extreme wealth, those possessions and that lifestyle are EVIDENCE that the person's tax filings may be fraudulent.

They are not DEFINITIVE, of course. Further investigation may show that money was inherited, or gifted by a rich uncle, or that the person won a Nobel Prize (which is not income-taxable). But it is EVIDENCE of under-reported income.

And that EVIDENCE warrants closer investigation.

In the instant case, Joe Biden and his son may be completely legitimate, above board, and honest. But the EVIDENCE indicates that something is amiss. The junior Biden has no particular knowledge or expertise in the energy field, he does not speak Russian or Ukrainian, he never attended a board meeting in Ukraine during the YEARS when he was receiving a $50+ thousand a month stipend for being a director of the company, and his only credential appears to be his last name.

And the new Ukrainian government, which ran on a platform of eliminating corruption, is well-positioned to investigate...better positioned, it turns out, than our own Justice Department. So it was entirely appropriate for the President to seek help in investigating this APPARENT corruption by a former U.S. Vice President and his family, although a direct President-toPresident request may not have been the customary vehicle for this request.

And the fact that Joe Biden is running for President doesn't give him a pass - which is apparently the position of the entire Democrat/Leftist universe. They profess to believe that the fact that he's running for President renders President Trump's request a personal, political favor.

Biden is a lawyer, worked in US government and has served on Amtrak's board. He participated in board meetings that were held outside of Ukraine. I still agree he's got very little CV to support his position on Burisma's board, but let's not claim he was plucked from managing a 7/11 or something.

If Trump thinks there's enough for a corruption investigation, there's no reason he shouldn't be starting domestically. The DoJ has not been involved in any part of this request, as would usually occur. An investigation into Biden would start by gathering testimony from State Dept officials who were a part of Ukrainian policy and an investigation of their tax records and bank records (which is how it worked with Manafort). That never happened. Probably because although Biden may not be qualified, that is not in and of itself sufficiently suspicious to have probable cause a crime was committed.

What you don't do is have the president pursue an investigation with his personal lawyer and hand picked politically appointed ambassadors and request that such an investigation be made public. That would be how you'd operate this scheme if it absolutely was for a personal political favor.

I read all you posted and it does seem quite damning but the devil's advocate in me has to ask, that is A LOT of accusations but no substantiated evidence or charges. The man is out of office now so why hasn't he been charged in ANY of those scenarios? And this leads to my second take away. Who would try to assassinate him? Someone who's mad he wasnt doing his job or someone who feared he was?

I definitely have doubts now BUT knowing the depths that corruption goes to it is hard to draw a definitive conclusion based on accusations alone. If he was as those points say he was WHY is he not in jail now?

And Shokin was fired AFTER he froze their assets during the investigation.
