If you define it as someone who makes sound investments to provide a good return you would be correct. But if you define it as government spending no money it doesn't have, that's neither sound nor conservative.
Fiscal conservatives believe in small government and sound investment in the nation and the people. They believe in paying for things like health, education and infrastructure because these are sound investments in the nation.

He cut taxes without balancing the budget, and then he went on a spending spree on the national credit card. It was the expanded government spending that fuelled the economic growth, more than the tax cuts. Economic crashes have become a feature, not a bug, of Republican Presidential administrations. They enrich the wealthy donor class, impoverish working and middle class Americans, and move the USA closer to an authoritatian dictatorship. Republicans love it.
