There is more to business unfriendliness than taxation! Regulations for instances is what is more business unfriendly. As a corporate lawyer I deal with states laws regularly. California always ALWAYS has the worst! Then you have zoning and inflexibility of the government as also. Then you have the power of the corrupt Unions. All contribute.
