I already explained why. People move for reasons. Chief is employment, followed by retirement. A retiree is going to move somewhere their money will go the farthest. That's a state with low or no taxes, like Florida. No taxes means less social and public services, worse infrastructure. A retiree, especially one in a senior living or assisted living doesn't need good roads or good schools or childcare.

People who move because their employer needs them to do not have much choice. Those who move because there's a job there that they want, the things I listed are not the priority and are secondary.

None of that changes the fact that a state can be shitty even though people are moving to that state. Maybe this is all over your head.
