Employers were required to get positive ID, proof of residency, proof of citizenship from all new hires. But it was burdensome on the employers, especially those who needed to put somebody to work immediately. Enforcement was also burdensome and businesses got more and more lax in obtaining in the documentation until it was finally just abandoned also by the Carter administration.
