Then why do we need laws at all? are not laws society's way of saying what is acceptable behavior?

Because even though we have an innate sense of right and wrong, that is the Golden Rule of doing unto others as you would have them do to you, we all violate this inner voice at some point.

We then need to deal with that person to maintain a civil society.

Now in the case of the Nazi genocide, they had to use mental gymnastics to bypass this inner voice of doing unto others as you would want done to you. They did this by dehumanizing the Jew. In this way, they could be treated like cattle.

We all know how animals are treated. This is why dehumanizing people is a red flag leading straight to genocide, much like the unborn are referred to as a "fetus" and not unborn baby.
