No, low frequency waves are pretty much insignificant in an earthquake because they are secondary, and just the reflection or echo of the far more massive primary wave that is lateral shift.

The moment of inertia of low frequency waves is nonexistent because the distance and duration of each vibration is so tiny.

Its is like when you launch an arrow with a bow.
The primary wave is the horizontal displacement, that not only causes the arrow to take flight, but also causes minor low frequency curvature of the arrow and vibration of the bow string. But clearly the main force and impact effect is from the horizontal displacement from the primary wave.

None of the force of the explosion is going to go downward into solid rock, but instead all of it will go back up the impact hole behind the bunker buster, where there is no resistance at all.

Bunker busters work entirely by the projectile penetration, and the explosion is irrelevant to penetration.
They are essentially pile drivers powered by gravity, not explosives.

Fragmentation in air has nothing to do with what an explosion does in solid rock or reinforced concrete.

I pointed out that the Iranians knew the depth of our bunker busters, and deliberately exceeded that.
I also pointed out that we had no idea where the enrichment facilities were once you get down to their depth.
So we had no idea at all where to aim.
Aiming at the entrance would cause inconvenience, but not any real damage.

When you have a building collapse from an earthquake, it is from the massive horizontal acceleration that causes the center of mass to be shifted far enough from its supports so that it collapses. A tiny low frequency vibration can't make that happen.
