Don't forget all the sanctions have been lifted as well, so Iran is free to sell it's oil for US Dollars. And still the Straits aren't really open, unless Iran says they are.

Obama got them to give up their enrichment, hand over their nuclear materials, have and inspection to verify they did all of that BEFORE he lifted the sanctions and gave them the money. Trump is lifting sanctions and giving them money BEFORE Iran did anything.
