The law requires also that congress pass spending bills. You seem fine with OAC, Jeffries and Schumer preventing that from happening.

When our military is not paid due to a minority political party that has openly expressed a desire that people suffer so that minority can have "leverage," that is an emergency that the executive must respond to.

Clear it up in court later on, but do not starve the children of our service people in the meantime. As of now, no controlling legal authority or any case whatsoever has said that what Trump did was any violation of law whatsoever.
