This followed Republicans blocking a bill proposed by Democrats that would have paid all federal workers, members of the military, and federal contractors while also blocking President Donald Trump from attempting mass layoffs during the shutdown.

The democrats have a clean CR that would facilitate negotiation time. They don't want to negotiate, they just want to obstruct and hold US citizens hostage to their tantrum, the same as they did in the first admin.
