Laws violated: The Anti-Deficiency Act makes it illegal to accept “voluntary services” or spend money that Congress hasn’t approved.

The Purpose Statute (31 U.S.C. § 1301) would also violated. This law requires that government money can only be spent for the specific purposes Congress authorized.

It would also be unconstitutional ( The Appropriations Clause )
