Like I said, he just threw himself to the wolves.he did indeed exercise his 5th amendment rights - but alas there may be a bigley price to pay for doing so.
you see, this is a civil case & in a civil case - taking the fifth can be used against you at trial. it will be brought up & will be explained to the jury that it shirley is an inference of guilt.

So he is not the first person to take the 5th nor will he be the last Lois Lerner who was a major figure in the targeting of consevative groups by the IRS took the 5th. This is not limited to people of one political ideology.

The IRS was a manufactured scandal by the Tea Party to get tax exemption that they never deserved. Lois Lerner was the scapegoat in that scandal because of a 1959 law that was illegally changed.
