If police have to arrest someone they have to read them their Miranda rights. Part of that is confirming that the subject understands the rights as read to them. You can think of a hundred more examples if you think about it for a minute.

So all police need to be fluent in Spanish, Vietnamese, Farsi, Russian, Hindu, etc. ????
