If you want people to understand what they are signing, agreeing to, or voting for, it helps for them to be able to read or listen to it. If police have to arrest someone they have to read them their Miranda rights. Part of that is confirming that the subject understands the rights as read to them. You can think of a hundred more examples if you think about it for a minute.
So all police need to be fluent in Spanish, Vietnamese, Farsi, Russian, Hindu, etc. ????

US citizens have the right to vote. That's part of what the 14th and 15th Amendments are for. Not to mention Article 1.

Sorry that your emotions are so fragile but they are irrelevant to the action. Nothing punitive about it. I don't know of any other countries that cater to the illogical desires of visitors to their countries for good reason.
