I kinda thought that was probably the case when I saw in the OP's article that "the declaration of a civil emergency would allow the city to access additional city funds that could be used"Politics. The democrat gov't is running all of the high earners and successful businesses out of state and they are running a big deficit and they've run out of any other way to raise taxes. LOL, I'm going to laugh as the Seahawks sink into the dregs of the NFL when they can't get any high earning players to come because of the tax implications. Recipe for disaster? Elect democrats.
There are some big name companies that have already moved their HQs out of state and their CEOs are moving too. Among them, Amazon, Starbucks, and Boeing. Bezos and Schultz are gone. What appearances exactly? Anecdotal evidence is not of much value.It's been in the local news here for at least a week I'd say, so from all appearances it's real.
It's kind of confounding though because a trans female was just murdered in University of Washington housing a few weeks ago, in a pretty heinous act, while she was in the laundry room.
