The short answer is that the administration rewarded VA administrators for killing VA patients. Who ever heard of bonuses for civil service government workers before the former community activist was elected? The Obama administration doesn't even blame lack of funding or Bush for the VA debacle so why would the true believers try to play that game? Every stinking bureaucrat drone who accepted a bonus for making up a secret death list for VA patients should be indicted for negligent homicide but don't expect the A.G. drone to do anything.

George Bush jr added bonuses to employee pay, not certain if Clinton did as well, or any of the other presidents....it could have been common with them as well?

I stand corrected. Bill Clinton stopped the bonus system in government but George W. Bush started it up again. The issue still stands that the Obama administration awarded bonuses to VA bureaucrats who created death lists that killed VA patients and saved money for the administration.

VA is funded a year in advance, no one knows what supplemental spending might be requested.

Why this bill should become law:

The bill would give the VA Secretary greater authority to fire employees and remove them from SES service due to poor performance in the same manner a Member of Congress can remove a member of their staff.

The bill would require the VA Secretary to give the Senate and House Veterans’ Affairs Committees notice of removal within 30 days of removing an individual.

Yes, from what I have heard, (but NOT confirmed) the Admins did receive bonuses....

if it is anything like the private sector bonuses for management, there are always several goals that have to be met....and each goal given to the manager is worth a certain percentage of the total qualified bonus amount....

as example, say a manager could receive 20% of their annual salary in Bonus...say they made 100k a year so their eligible bonus is $20k, but they were given 5 separate goals to achieve, and they achieved only 3 out of the 5 goals....instead of receiving 20k as bonus, they received only $12k in bonus,,,,

it could be they had 10 goals to achieve or only 2 or 4 goals....it's not willy nilly....you are told, with precise numbers or precise goals, what your bonus will be based on, and how it will be divided up, and what percentage of your salary your bonus can be, if goals are achieved within the year...

I'm sure we will find out more as the investigations continue....but I don't think we know what all of these admin's bonus structures were like yet....

This Bill was introduced in February. Hasty you say? And why would the Senate need to hold hearings over a bill that sought to give greater power the Secretary of the VA to enact changes?

Introduced in February of this year. Oh and the problem with Bernie and the issues with the VA are that he's been trying to stonewall.

This is not an "overnight issue". Congress has been on it since 2013. It's just that Phoenix blew the lid off of "screw with the wait times to get bonus money". Up to $63,000.

The woman in Phoenix got a bonus of $8500. as this story was breaking. They've taken it back but that was just one payout to one employee who has been seriously cooking the books.

Republican senators are accusing the Democratic-led Senate Committee on Veterans Affairs of ignoring countless calls to subject the Department of Veterans Affairs to oversight hearings before the current VA scandal broke.

The Republican-led House Committee on Veterans Affairs, meanwhile, has held six times as many VA oversight hearings than its Democrat-led Senate counterpart this Congress.
