Capability for one. HAMAS doesn't have the capability of Nazi Germany. They're ability to inflict harm isn't so great that it needs to be mitigated at the cost of 10,000 innocent children. People who aren't deplorable mutants understand that without needing it explained to them.

The world would be better without home invaders too but if your solution was to land mine your property then the cost of the occasional mailman or child with an errant ball that rolls in your yard might seem like too steep a cost to your neighbors.
